DRC: state budget and political ambitions, two “heavy responsibilities” of Sama Lukonde the new Prime minister

Le Premier ministre Jean-Michel Sama Lukonde lors de sa première déclaration devant les médias après son entretien avec le chef de l’État.

The state budget risks not allowing the new prime minister to do his job well, analyzes Prof. Alphonse Maindo, Doctor of Political Science from the University of Sorbonne in Paris, he believes that the Head of Government will also have to manage the ambitions of the dissidents of the Common Front for the Congo (FCC) and the executives of the Union for Democracy and Social Progress (UDPS).

When we look at the state budget today, we may well wonder what a prime minister can do,” said Prof Alphonse Maindo, who is also a teacher at the University of Kisangani (UNIKIS).

The National Assembly voted on December 3, the 2021 budget revised to the tune of 7.1 billion USD. Developed in an international context marked by the COVID-19 pandemic, Jeanine Mabanuda, former president of the Lower House, had qualified the finance law for the 2021 fiscal year as hope, change, and work.

But for civil society, this budget is essentially consumption. Same story for Adolphe Muzito, president of Nouvel Elan (opposition). For him, the 2021 budget will not allow the Congolese people to access social welfare.

Prof. Alphonde Maindo thinks that therefore a heavy responsibility awaits the new Prime Minister.

Sama Lukonde will also have to manage each other’s expectations which are too high and the means to meet them, which are not always obvious.

“How is he going to navigate on the one hand between the President of the Republic who expects a lot from him, and on the other hand, the UDPS executives who are going to want to impose their own dictatorship on him. On the other hand also, you have the Assembly with the FCC alumni, who would also like to meet again. I’m not deluding myself too much, ”continues Pr Maindo.

However, he welcomes the choice made by the Head of State on a young person whom he describes as “the man of Felix Tshisekedi. “

“The President needs to position himself better. He needs to have a balance sheet for 2023. For that, he needs the men of his own, who are trying to do his politics. At the same time, we welcome the fact that he is a young person, he is a friend of the President from the start, “explains Prof. Alphonse Maindo.
